Uh, no. You're trying to build the entire Xeffort library along with the XHello.f90. Frankly, I have never tried to build Xeffort-based application from the command line (it is set up to run from Visual Studio IDE, although it probably could be used without it), but instead, you should just provide the paths to Xeffort's include and lib paths, along the lines of:

ifort XHello.f90 /include:"C:\Program Files\Xeffort\IncludeIVF" /link:"C:\Program Files\Xeffort\BinIVF\Xeffort.lib" XHello.rc

If you don't have the Visual Studio installed, please double-check your compiler documentation.
